The Federal Aviation Administration (FAA) has published InFO 0715, Flight Risk Assessment Tool (FRAT). Developed by FAA officials, respected charter operators, and other industry representatives, this tool is designed to identify potential hazards prior to making a flight, and weigh the risk associated with each hazard. An operator using the tool must first determine an acceptable level of risk. If the risk associated with a flight exceeds the acceptable level, the operator should take steps to reduce the risk prior to making the flight.
